Texas contractor subject of a potential fraud investigation in St. John the Baptist Parish

Danielle Vickers has been staring at her gutted Ridgewood neighborhood home in LaPlace for months. Hurricane Ida left it in need of a total remodel, so she was happy to get in contact with a contractor based out of Dallas, Texas who told her they could get her back in her house. Vickers tells WDSU Investigates she signed a contract in October with M&M Roofing and Construction, owned by Laura Nandin, to complete the job. The roof, interior walls, and ceilings were replaced, but no work has happened since late 2021. Vickers says Nandin charged over $10,000 for the roof – it was paid for with a check from Vicker’s insurance company. “The fascia, gutters, and everything to complete the roof is not done,” Vickers said. “She kept asking for papers for the insurance company…I was hesitant, but I wanted her to do everything.” In December, Vickers said she handed over a much larger insurance check written out in the amount of $115,000. She was told the entire remodel would cost $106,000. Communication between Vickers and Nandin was consistent until then. “I found out in January when I called my insurance company that the entire ($115,000) check was cashed at a grocery store in Dallas,” Vickers said. Her insurance and mortgage company confirmed they were cashed without the proper signatures. There are five similar complaints made by LaPlace residents against Nandin to the St. John Parish Sheriff’s Office — one of them a relative of Vickers. Lt. Michael Shard of their Criminal Investigations Division says it’s an active case. “What’s under investigation is how these checks were able to be cashed without proper signatures or were they turned over to be deposited to the contractor into a business account,” Shard said. “At some point, part of the investigation is that the funds may have been misappropriated and have not been paid to the respective jobs that were paid for.” Nandin has also faced contractor fraud allegations in the past. According to the Calcasieu Parish Sheriff’s Office, the 49-year-old was arrested for five counts of contractor fraud, and two counts of exploitation of the infirmed in September of 2021. She was extradited from Dallas for those charges. WDSU Investigates is working to find out more about those allegations. Text messages on Vicker’s phone show she and Nandin communicated consistently last year about the work — but she said she hasn’t received a reply or call back from Nandin since Jan. 24. “The last thing she told everybody she’s worked with is that her daughter was sick in the hospital with COVID,” Nandin said. ” She said that’s why she hasn’t been here.” We attempted to call Nandin’s cell phone number but no one answered.
